Aside from his improvements to the internal United States, almost every one of Adams policies was met with opposition and refusal from Congress. One of Adams major goals was to make internal improvements to the United States. He was a heavy supporter of the goals of the American System. Adams also refused to play political games in his administration. He put political adversaries in place in his cabinet. The failure to gain any support from his cabinet greatly hurt President Adams policy decisions. He was however able to succeed in some of his goals for internal improvement. In Adams first two years as President, both houses in Congress were dominated by National Republicans that opposed all of Adams ideals. Adams passed virtually no major legislation during his first two years due to heavy opposition in Congress. In his last two years in the White House, the Democratic Republicans took control of Congress. This did not have a positive impact on Adams policies. The only real major legislation that was passed was the disastrous Tariff of 1828 known as the Tariff of Abominations. Adams had a difficult relationship with Congress all throughout his administration. The only real decisions that Adams made during his presidency that had any positive impact on the United States were the internal improvements made by extending the Cumberland Road into Ohio and his improvements to the canals in Delaware and Maryland connecting to the Chesapeake Bay. The Great Lakes were also connected to other outlets. This expanded the ways commerce could spread internally in the United States and it also continued improvements westward into the expanding western frontier.
